The pain: a hold, a clock, and the wrong kind of evidence
The order shipped. The buyer opens a PayPal dispute saying it never arrived. Under the PayPal Australia User Agreement (v26-2, updated 5 Oct 2026), PayPal holds funds when "you receive a dispute, claim, chargeback or reversal", and "funds held for buyer disputes may not be released until we consider the dispute resolved (but no longer than 180 days)." Lose, and the same agreement says you "must forfeit the full purchase price of the item plus the original shipping cost" and "will not receive a refund of the PayPal fees".
The most common seller mistake: answering with a screenshot of tracking that says "lodged" or "in transit". For an INR claim, PayPal's Seller Protection needs proof of delivery: a verifiable tracking number, the delivery date and "delivered" status, and an address matching the Transaction Details page (PayPal Australia Seller Protection Program (updated 13 Jan 2025)).
Seller Protection for physical goods: what PayPal requires (AU)
From the PayPal Australia Seller Protection Program (updated 13 Jan 2025). Seller Protection "may apply" to an Item Not Received claim when all basic requirements are met:
- The payment came "via PayPal from a buyer's PayPal account".
- You shipped "to the shipping address on the transaction details page".
- You respond to PayPal's requests for documents "in a timely manner as requested" by email or in the Resolution Centre; if you don't, "you may not be eligible".
- Pre-orders/made-to-order ship in the timeframe in your listing; otherwise PayPal "recommended that you ship all items within 7 days after receipt of payment".
- INR extra requirement: "You must provide proof of delivery".
Proof of delivery must come from the shipping company and include: an online and verifiable tracking number; date of delivery and the "delivered" status; and a recipient address matching the Transaction Details page. PayPal warns that your "choice of carrier and shipment options... can have a big impact", especially internationally. For Australia Post eParcel customers it accepts the consignment information page with the delivery address and tracking code.
Not covered (same page), the traps that bite AU stores:
- INR claims "filed by your buyer directly with their card issuer" (a card chargeback), even if your tracking is perfect.
- "PayPal Guest Checkout payments and Standard Credit and Debit Card Payments where the seller's account is registered in" listed countries, including Australia.
- Friends-and-family payments, items delivered in person (except via PayPal goods and services QR code), and items sent after PayPal told you not to release them.
Australia notes
- The PayPal Australia User Agreement (v26-2, updated 5 Oct 2026) says you "must comply with all your obligations under applicable Australian consumer law", including publishing a refunds and returns policy where required. PayPal's page does not spell out what the Australian Consumer Law says about non-delivery, and we are not going to guess. Check the ACCC's guidance or ask a lawyer.
- If PayPal does not cover a card chargeback, the AU agreement says it charges a chargeback fee; for AUD transactions it lists $15.
- Transaction holds are "usually held for up to 21 days from the date the payment was received", and longer if you get a dispute on that transaction (AU User Agreement).
- Complaints about PayPal itself: PayPal Australia is a member of AFCA, per the same agreement.
UK notes
The PayPal UK Seller Protection Program (updated 12 Oct 2026) has the same core INR rule: "You must provide proof of delivery", with tracking number, delivery date and "delivered" status and the buyer's address. Differences on the UK page worth knowing:
- "If you originally ship the item to the recipient's shipping address... but the item is later redirected to a different address, you will not be eligible." PayPal recommends "not using a shipping service that is arranged by the buyer".
- "You must accept a single payment from one PayPal account for the purchase (partial payment and/or payment in instalments are excluded)."
- Your account's primary address must be in a country covered by that user agreement.
- The PayPal UK Buyer Protection Program (updated 12 Oct 2026) says its protections "do not override any rights that you might have directly against a seller, including... statutory rights". PayPal doesn't spell out UK consumer law (the Consumer Rights Act) on that page, so we don't either. Take UK legal questions to Citizens Advice guidance or a solicitor.
We didn't find any UK hold periods or chargeback fee amounts on the pages we opened, so this guide leaves them out.
Timeline and evidence checklist
| Stage | Window (sourced) | Your move |
|---|---|---|
| Buyer can open an INR dispute | "within 180 days of the date you sent the payment" (AU and UK Buyer Protection) | Keep delivery proof for at least that long |
| Dispute stage | Buyer must escalate to a claim "within 20 days after opening the dispute"; "the seller or PayPal may also escalate". PayPal "may ask you to wait at least 7 days from the transaction date to escalate" (AU page) | Message the buyer in the Resolution Centre, share the carrier link |
| Claim / PayPal request | "in the time requested" in PayPal's email or Resolution Centre. Neither Seller Protection page we read gives a fixed number of days | Upload proof of delivery the same day |
| Funds held | AU: until resolved, "no longer than 180 days" | Don't open a second account to get around a hold. That is a restricted activity |

Evidence pack (INR):
- Carrier tracking page or document showing Delivered, the delivery date and a verifiable tracking number
- A recipient address that matches the PayPal Transaction Details page (screenshot both)
- Shipping label or receipt with the delivery address (shipment proof)
- For eParcel (AU): the consignment information page
- Your Resolution Centre messages with the buyer
- Extras that help (our view, not a PayPal requirement): signature, photo proof of delivery, packing photos
Tools: proof first, then automation
Delivery proof. Most lost INR claims come down to tracking that never reached "delivered" at the right address. Track123 gives Shopify stores tracking pages and shipping alerts, so you see stuck parcels before the buyer opens a dispute.

Dispute automation. If you get PayPal disputes and card chargebacks on the same orders, Chargeblast (alerts and dispute handling) and Disputifier (automated dispute responses for Shopify) cut the copy-paste. Check each vendor's current PayPal support on their site before you buy. Chargeback.io is another option for chargeback alerts and prevention.

Who should skip the tools
- Low volume: a few PayPal disputes a year is a checklist job, not software.
- You already ship tracked-to-door with signature and win your INR claims: keep doing it.
- Marketplace-only sellers (eBay and similar): the AU agreement says marketplace buyer-protection rules apply to those sales, so follow the marketplace's process first.
- Not on Shopify: Track123, Disputifier and Claimify are Shopify apps.
Not legal advice. PayPal decides eligibility "in its sole discretion". Read the current pages for your account's country.
Verdict
For PayPal INR, the only evidence that counts is carrier proof of delivery (tracking number, delivered status and date, an address that matches Transaction Details). Ship to that address with a service that shows "delivered", answer PayPal in the time it sets, and know the gaps: card chargebacks and (for AU accounts) guest-checkout card payments aren't covered. Fix the tracking first (Track123), then automate disputes if volume justifies it (Chargeblast/Disputifier).
